How Appeal Deadlines Work
The two stages most drivers go through
Challenge the Ticket First
You normally appeal to the operator or council within 28 days. A reduced charge often applies if you act within the first 14 days.
Escalate if Rejected
A rejection letter starts a new clock. Private cases go to POPLA and council cases go to an independent tribunal, each with its own deadline.

These are the usual limits for England and Wales. Some councils allow 21 days to pay the reduced charge on postal notices, London appeals go to London Tribunals, and Scotland and Northern Ireland have different rules. Answers to the most frequently asked questions about parking appeal deadlines.
You normally have 28 days from the date of the notice to appeal to the parking operator. If the operator rejects your appeal, its letter should include a POPLA verification code, and you normally have 28 days from the date of the rejection to submit your appeal to POPLA.
For a council penalty charge notice in England and Wales you usually have 14 days to pay a reduced charge and 28 days to challenge it. If a Notice to Owner is sent, you have 28 days to make formal representations. If the council rejects them, you have 28 days from the Notice of Rejection to appeal to the independent tribunal.
Often it does. Many councils and operators re-offer the reduced charge for a further 14 days if you challenge within the discount period and are rejected. The rules differ, so check your notice or rejection letter and do not assume the discount is protected.
Late appeals may be refused or disregarded. POPLA will usually refuse to register an appeal made after its deadline, and councils may ignore representations made outside the time limit. If you are late, contact the operator or council straight away, explain why and ask whether they will still consider it.
Count from the date printed on the notice or letter you are responding to. For an operator appeal that is the date of the parking charge notice, and for a POPLA or tribunal appeal it is the date of the rejection. If you are unsure, use the earliest date shown and send your appeal early with proof of posting or a confirmation email.
