Measure around the narrowest part of your natural waist, usually just above the belly button. Keep the measuring tape snug but not tight, and ensure it is parallel to the floor. If you want the skirt to sit on your hips, measure around the hip bone instead.
The difference lies in the amount of flare and fabric used. A full circle skirt is a complete circle with maximum flare and movement. Fabric requirements depend on your waist size and desired length. For average sizes, expect to need between 1.5 to 3 meters (1.5 to 3.5 yards) of fabric, depending on the fabric width (115cm vs 150cm).
No, you do not add seam allowance to the waist radius calculation itself. The waist radius is calculated purely based on your waist measurement and the skirt fraction. However, you must add your seam allowance to the outer radius (total length) for the hem, and remember to cut the waist hole slightly smaller or account for the seam when attaching the waistband.
The waist radius is calculated using the formula: Radius = Waist Circumference / (2 × π × fraction). For a full circle, the fraction is 1. For a half circle, it is 0.5. For example, if your waist is 70cm and you are making a full circle skirt, the radius is 70 / (2 × 3.14 × 1) = 11.15cm.
