The overlap rule states that you cannot be paid Carer’s Allowance and certain other benefits (like the State Pension, contributory ESA, or Incapacity Benefit) at the same time in full. If your other benefit is equal to or higher than the Carer’s Allowance rate, your direct Carer’s Allowance payment will be reduced to zero.
Even if your Carer’s Allowance payment is reduced to £0 due to the overlap rule, you may still have an ‘underlying entitlement’. This is highly valuable because it can qualify you for the Carer Premium (or Carer Addition) on top of means-tested benefits like Pension Credit, Universal Credit, or Income Support, potentially increasing your overall income.
The Carer Premium is an extra amount added to certain means-tested benefits. For 2025/2026, it is approximately £43.55 per week (or £87.10 for a couple where both qualify). This is paid in addition to your overlapping benefit, effectively compensating for the Carer’s Allowance you cannot directly receive.
Universal Credit works differently. You can be awarded Carer’s Allowance while on Universal Credit, but the amount of Carer’s Allowance you receive is deducted pound-for-pound from your Universal Credit payment. However, having the Carer element in Universal Credit provides a separate monthly addition to your claim.
